个人简介：公法学教授，现为嘉应学院政法学院法学教授，曾任教于哈尔滨工业大学研究生院法学硕士课程导师，国立哈萨克大学国际关系学院博士生导师，香港大学法学院访问学者。

主要学历：1996年于台湾地区中原大学财经法律系获得法学学士学位(LL.B)，1999年于德国萨尔大学（Saarland University）欧洲法与比较法研究所在Prof. Dr. Michael Martinek教授名下获得法学硕士学位(Magister der Rechte LL.M.)，2000年于德国法兰克福大学法学院(Johann Wolfgang Goethe-University Frankfurt am Main)，在Prof. Dr. Michael Bothe教授名下从事博士论文的课题研究，并在海德堡大学马普公法和国际法研究所（Max Planck Institute for Comparative Public Law and International Law (University of Heidelberg)完成博士论文的写作，于2006年获得法学博士学位(Doktors der Rechtwissenschaft, Dr. jur.）

主要研究方向和领域：公法学（宪法学，比较宪法学，国际公法学，国际人权法学，国际组织法学，港澳台比较公法学）
